City of Camden Social Media Policy
Effective Date: November 10, 2025
Purpose
The City of Camden maintains social media platforms to share information about City Council, staff, municipal services, programs, events, emergency notifications, and matters of public interest. These platforms also allow for public comment on City-related topics.
The purpose of this site is to discuss matters of public interest related to the City of Camden, SC, as identified and raised by the City. We encourage on-topic, civil discussion in this limited public forum.
Forum Type & Moderation
City social media platforms are designated limited public forums for government communication. The City moderates content to maintain the forum’s purpose while respecting First Amendment principles. Moderation decisions are applied using content-neutral standards.
Prohibited Content
Content may be removed and users may be restricted for posting material that includes:
- Spam or Off-Topic Posts – Repetitive, automated, or irrelevant comments.
- Obscenity or Profanity – Profane, sexually explicit, or graphically violent material.
- Harassment or Discrimination – Threats, harassment, or discrimination based on race, religion, sex, gender identity, age, national origin, disability, or sexual orientation.
- Personal Attacks or Defamation – Attacks on individuals or City employees, including doxing or defamatory remarks.
- Commercial or Political Solicitation – Unauthorized advertising, fundraising, or campaigning.
- Illegal Activity – Promotion or facilitation of illegal conduct.
- Privacy Violations – Unauthorized disclosure of personal information such as addresses, phone numbers, or financial/health data.
- Copyright Infringement – Violations of intellectual property rights.
- Security Threats or Malware – Malicious links, phishing, or hacking attempts.
- Impersonation – Falsely representing oneself as a City official or another person.
- Interference with Public Safety – Content that compromises safety, investigations, or legal proceedings.
User Conduct and Responsibilities
All participants on City social media platforms must:
- Treat others with respect and civility.
- Keep comments on topic and related to the discussion at hand.
- Avoid posting personal information or confidential material.
- Refrain from defamatory, threatening, or discriminatory remarks.
- Avoid posting sexual content, explicit images, or unrelated links.
- Not claim to represent the City or others without authorization.
- Understand that posted information is public and may be subject to disclosure under the South Carolina Freedom of Information Act (FOIA).
- Be responsible for their own posts and comply with applicable laws.
Copyright and Intellectual Property (DMCA)
The City of Camden values creativity and respects the rights of content creators. We ask everyone who interacts with our social media pages to do the same.
Please avoid posting or sharing any material—such as photos, videos, or written content—unless you have permission from the copyright holder.
In keeping with the Digital Millennium Copyright Act (DMCA) and other applicable laws, the City may remove posts or limit access for users who share content that infringes on another party’s intellectual property rights.

Enforcement & Moderation Actions
- Content that violates this policy may be hidden or removed without prior notice.
- Repeated or serious violations may result in account restrictions or blocking.
- When appropriate, violations may be referred to law enforcement.
Tagging Policy
The City reserves the right to prohibit or restrict users from tagging the City or its departments on third-party social media pages if such tagging misrepresents, disrupts, or violates this policy.

- User comments do not represent official City positions.
- The City does not endorse third-party content, views, or links.
- Social media posts are not official City records or legal notices. However, content created by the City or on City-managed accounts in the course of City business may be considered public records and could be subject to disclosure under the South Carolina Freedom of Information Act (FOIA).
- Third-party platforms (e.g., Facebook, Instagram, X) maintain their own terms of use and privacy policies that users must follow.
Policy Updates, Governing Law, and Severability
This policy may be updated or amended at any time. Continued use of City social media platforms constitutes acceptance of any such changes.
This policy is governed by the laws of the State of South Carolina and the U.S. Constitution.
If any provision of this policy is found invalid, the remaining provisions shall remain in effect.
